Hi Russ,
Can you try again and let us know how it went? We have enabled the specific setting to allow all TL0, TL1. and above to create new topics within said category (though it is a bit weird that we did set it to “everyone” in the first place.

Let me know if you still encounter said problem and I will bring this up with Discourse.

Discourse looked into this and it turned out the error was caused by a commit during our last system update that has since been reverted. Could you try again and let me know if you still see the pop up?
