are you sure that correct port is 25?
try to change different protocol
as @Timo_Kuisma suggested,double check in your outlook account for the right settings. 25 is for unencrypted protocol, cannot work with TLS
check also the url. as far as i remember, the smtp server will be different in outlok when using encrypted vs unencrypted
