I wanted to create manual testcases in Testops, as per the below documentation
‘Create or manage test steps | Katalon Docs’
But, On Clicking +TestCase, only record teststeps are shown..How do i create manual testcases with test steps
Also on the record option all the events are not captured.

Have you installed the Katalon Recorder broweser extension on your browser?
If so, maybe it could be related to some permissions on your browser, which browser are you using for this?
As you can see in the following video, i was able to record and playback on Brave (that is a Chromium based browser).

I have another question from above, it that only record and playback we can do with testcase…cant we enter manual testcases
on the record and playback part, yes I have added the extension and enabled it but still only click actions done but enter text are not captured
Yes, you can edit any test case, with the “Edit Test Steps” button.
It will opens the Test case editable and you can add/remove/modify any step:
Regarding with the manual creation of “online” test cases, as far as I know it is not possible to create one from scratch. BUT, you can always create one empty test case using the recorder and then start edtiting it as you wish. 
About your trouble with the recording, have you tried to use Katalon Studio to record the script? Or start the recording from another browser?
