Add ability to turn off hover tooltips

The tooltips displayed when hovering over lines in the Manual editor are annoying and mostly unnecessary. Please add the ability to toggle these tooltips off and on so that people who don’t need them don’t have to deal with them. I write most of my tests in the Manual editor versus the Script editor and it’s frustrating to have my test obscured by these tooltips when creating or editing tests.
