The doc provided by @Elly_Tran mention Teamcity Server.
Also, the plugin installation doc is for Teamcity on-prem:

I am not using this tool but I suppose this means the plugin is not available for Cloud version In Marketplace.

You can try the manual install step if you have that option:

Installing Plugin via Web UI

Go to the Administration | Plugins page and upload a plugin ZIP archive from your local machine using the corresponding link.

When I reached to teamcity ,their response asking plugin author to contact teamcity cloud support team to review and add the plugin.
